When writing a song, Is it best to start with the lyrics, or the music? which techniques do you guys use when you write songs, and how do you get a good strong rhythm going?

I usually start with lyrics, make a melody for them, then add some drums, then use the drum rhythms for each individual instrument, i.e bass drum for the bass rhythm, snare for guitar etc. But what do you guys do? any tips?
